How do I burn off fat while maintaining the same body weight?

I’ve been doing a lot of cardio for the past month (to look tone/cut) and eating sufficient calories to maintain my current body weight, but I don’t seem to be loosing any body fat. What am I doing wrong?

I’ve been working out all this summer, started on the 1st July. I’m doing a 12 week body transformation I’ve got to the sep 12. I started out with these stats

Weight 15st
Height 6
BMI 26.4
Age 18
Body Fat 27.9
Male

Now one one week before the end of the month stats are
Weight 14st 51lb
Height 6
BMI 27.4
Age 19
Body Fat 20.9
Male

I’ve worked really hard, every morning 30 cardio then 1hour session on 1-2 body parts..But i’m really upset about my results how can i improve my training before my regime finishes. I want to loose body fat.
